Give Kha'Zix the Victor treatment

And make him able to evolve all of his skills. Of course it would be balanced as needed.

EDIT: And make his damage not revolve around a target being isolated. For example, his passive it would read "Every 6 seconds, he will emmit a sound wave in an AOE around him(similar to a dolphins echolocation). If an enemy is isolated and is hit by the sound wave, Kha will be alerted, gain vision of the target and gain massive movement speed while running towards the marked enemy. The mark will be removed if the enemy gets within ally range"

I don't see why this is a problem (to whomever downvoted). Viktor (with a "K") can go straight for the upgrade as soon as he has the gold; Kha'zix would need level 16 at least if you are keeping the upgrade attached to his ultimate. The choice of which one you choose to evolve at 16 doesn't turn him into a late-game monster or anything, and neither would having both.

But I digress; I think he is actually fine not having all 4 evolutions. I think he could use higher base stats so he can do a better initial jungle clear.

If Kha'Zix could have all four evolutions at once (without killing Rengar), Riot could finally balance him (instead of keeping him weak so they don't have to change him up every other patch). Every time he becomes strong, Riot complains about his current set of "best" 3 evolutions. They've never been able to balance him correctly around any set of 3 evolutions. I want Kha'Zix to be a decent pick. Making him capable of being balanced by Riot (by giving him 4 evolution points in every game) is a step in the right direction.
