Could you change Flash so its quick-cast can be toggled?

I know the point of Flash is to be a twitch-reaction, and I'm not trying to put TheLolHounds out of a job or anything.

But what if we were allowed to toggle Flash's quick-cast to off? And then instead of just failing flash and PFFFTTHRP'ing in place like you just let out a giant, yellow fart, it could have Talon's wall-jump effect, where if you click at a distance, you forcibly run up to the wall BEFORE flashing over it?

I have a feeling if this was allowed, half of the people in Bronze 5 would go to Bronze 4 for at least a day. At least.
