Remove Veigar E .5 second cast time and increase Veigar's W landing radius to 400 from 112.5
this alone would make Veigar actually decent
W is far too small to actually land with a 1.25 second landing delay and a cast time on top of that, make it somewhat easier to land
E has a .75 second delay now, why does it also need that .5 second cast time?
