[suggestion] Add cooldown pings to all abilities and items

Greetings,

I was playing support Morgana and I noticed that I couldn't ping her ult. I'm not sure if this is intended or a bug.

Another issue I had was I couldn't ping my spooky ghosts. I would love to be able to ping that so my team knows I wanna engage.

Thirdly I was very disappointed that I couldn't ping my mejais. I had 25 stax but it couldn't be pinged ... How's my team supposed to know I'm a beast :p

Finally I cannot ping any abilities while I'm dead.

To fix this issue, can we be allowed to ping any ability or any item we want ? This would allow Morgana Katarina or gnar to ping their ults even when they cannot be used ( cmon guys we need to ping our ults at least). Also many activated items cannot be pinged, one example being spooky ghosts. Please allow us to ping any item in our inventory.

Thanks for reading, if you guys have any suggestions/bug reports for anything you cannot ping yet please post below. Im sure there are other cooldown pings that they missed , either items or abilities.
