Low elo have high chances of it. And reason behind it is the punishment is not strict enough. Takes like 10 or more games of intentional feeding to get Ban. How I know? I used to be that guy that rage quit the game.. took a pretty damn while for them to give me a 2 week ban 3 years ago. After that, I stopped. The ban system is working but have to do a lot more than one in order to get it.
