His AP ratios are really high, like 80% on all I think, and so when he gets items he becomes really strong. If you feed him in lane, that's really your own fault. Someone with high scaling that uses Klepto is very weak in lane. They essentially have no keystone or damage, so if you feed them in lane.... vov

All he has is burst I'd argue he's way better than 
in his current state, but He's gotten nerfs. His Ultimate does massively less than what it used to do. Scaling the more times your hit inside, but does do less damage even so. His E used to give mr and armor and although it still does well cast it remained for 4 seconds wheren ow it gives attack speed which it can help for certain playstyles and taking turrets without his E he is stationary. If behind he loses HARD. All he can do is use his q which you can body block.
Like Teemo or a yasuo he's just one of those champs that says I'm better than you. The problem is even behind if he picks up kill like a 0/4 
He becomes relevant.
