Cause my thoughts on the update is that riot took an item with a 1% pick rate and made it even more niche....

I've bought it on Yi before.... And i like it as a weird 4th item on braum, but i'm just wierd and I like 1v1ing mages as the support

Also: Trundle. Trundle uses it moderately well

Not too many ranged champions build on-hit and even then it's not very popular. People play crit over many builds just because you can 1 shot people. Despite the short comings of crit being incredibly weak early game when compared to on-hit or even lethality people still only use the one build because it's all they know. As far as melee goes it's very difficult to utilize on-hit unless their kit includes on-hit effects or balances very well around it.
