The correct way to structure your complaint is: Can we make Ezreal a dps character again, and not burst without building pure AP or having adaptive scaling?

As long as he can be hybrid with a burst item like Ludens on top of Murumana/Gauntlet, he won't be allowed to remain universally strong, because it becomes toxic.
