Can Jarvan Be An Actual Tank, Please?

For someone defined as a "tank", J4 is pretty...underwhelming. Why?

He has no scaling with defensive stats. Zero. Zilch. Nothin'.
He has virtually nothing that makes him function as a tank. All he's got is a shield worth about 1 hit at any given stage of the game, and it's on a constant 12-second cooldown.
All his damage is AD-reliant, but all his cc is luck-reliant. Jarvan's E+Q has been nerfed to the point of being so narrow that most champs can just walk to the side and dodge it unless they're lagging out. The new prevalence of wall stuns and the overpowered Marksman roster have just made his ultimate a new and exciting way to get him killed.

What good is a tank who can't reliably engage and can't survive being focused? And if you build him AD, you stop being able to play the game by 25:00 because you won't live long enough to miss your flag and drag

If you build him ad, you're playing risky assassin which actually makes sense. Unlike the current assassins who can get out of fights. Assassin j4 can't. He's so much fun to play tho <3 Also his shield scales with resistances.
