Is pick order entirely random?

In my last 18 games (Yes I've been keeping count). 16 times I've picked after my lane opponent, in my last 18 games, 15 times I've been straight up counterpicked, each and everytime I've been last pick on my team, my opponent has picked after me, this is despit not swapping picks with their teammates.

Is this entirely random? If that is the case can we please implement a system that prevents this in ranked, being counterpicked so many times is really frustrating.
