Rylais: Just remove it.
Instead of changing it to be MORE OP like you are planning, just remove the item. Here's why: It adds CC to champs that otherwise don't have it in their kit BECAUSE IT WOULD BE OP ON THEM. There are more champs than I can name that were balanced without slows on every ability and are just impossible to play against when they have a permaslow. If mages are meant to have a slow, put it in their kit. Otherwise, let the damage dealers do damage and the utility champs bring the CC.
