Apparently, his passive is counted as 1 attack by sated devourer. But that makes no sense, as static shiv counts his passive as 2 attacks when charging?

Shiv is an on-hit effect, and his second shot during the passive counts as an autoattack.
The reason that Lucian's passive and Sated doesn't work is because there's no interaction available. Sated = on-hit effect every 2 attacks, right? So why would it have anything to do with his passive? The passive doesn't work that way. Or did you expect to get what, three shots when your passive procs? Because that's not going to happen.

Because it's not the same thing. On the passive proc (second shot), you'd reduce the proc needed for the next shot, which would only work if it were 3 shots that were fired normally from the passive. And even then it wouldn't work, because there's nothing to reduce. You won't get extra shots. So just don't play him jungle.
