Viktor was obnoxious, then he got nerfed and look at him, still a strong pick that sees play, he's just not destroying everything like before, perfectly fine situation IMO.
Then look at Vayne, gets nerfed every season, still obnoxious whenever she's in the meta, doing the same exact thing that she was doing before her so called nerfs.
