Mages need a new item that helps land skill shots

Have you ever been in the situation where an is attacking you as a mage but you can't use your skill shots because there are minions blocking your path? Or you try to get around the minions, but take so much damage before you can counter attack you die?

What if mages had an item that has a small active area of effect that puts minions into stasis for 3 seconds so that there is a clear path for skill shots? The active AOE can be shaped like a smaller version of MF ult.

Would that be broken? I think it would provide some good utility to mages.
