Can we make Graves Botlane viable again?

used to play a lot of botlane graves, and i saw on many streams that it was a thing until graves was nerfed just after his rework

V5.22 Stats Movement speed reduced to 340 from 345. End of the Line Initial damage reduced to 55 / 70 / 85 / 100 / 115 from 60 / 80 / 100 / 120 / 140. Detonation damage reduced to 85 / 145 / 205 / 265 / 325 from 90 / 155 / 220 / 285 / 350. Mana cost increased to 60 / 70 / 80 / 90 / 100 from 55 / 60 / 65 / 70 / 75.

Let's see why graves can't go bot right now: his attacks cannot go through minions, AND he also have 425 base range

then how did graves manage to go botlane after his rework? because he could waveclear at lvl 3,, but as you can see the mana cost was increased, and damage was reduced which makes it impossible once again

Graves scaling isn't a problem, the dude scales well with attack speed and crit, critical strikes on graves increases the damage AND the number of bullets Graves doesn't build crit anymore since he went in the jungle (except phantom dancer)

my idea on how to bring the dude back in botlane (and maybe solo lane):

End of the line: Mana cost reduced to 55/60/65/70/75 Now deals bonus damage against minions
