decrease his liv 1 mana cost of W cause if you want to use it early game you will spend half of your mana pool for just 60 damage meanwhile is manaless while having much more damage on his skills with even more range so he can deal damage and farming at same time meanwhile talon has to go in melee range for a shitty early game damage and spending a lot of mana when behind or getting fucked in lane he will never ever have lesse farm than the enemy cause of his passive and skills meanwhile talon for try to keep up with his opponent must spend all his mana for try to farm a bit and talon has a lot of more counters than zed and i don't think there is any reason to play talon over other assassins
