Should the game incentivize "Fill"

I don't really have a position on this, but doesn't it seem logical that if someone selects "Fill" as their first role, they should be given some encouragement to keep doing it?

Reasons:

1. By all accounts, it jeopardizes your own chances of winning
2. Reduces the overall queue time for other players
3. Increases the changes of other players getting the role they want

Right now the only upshot is that you have a smaller queue time. But that's not wildly different from queueing Support.
