Why doesn't Riot release all the preseason stuff onto live and disable ranked?

It would act like a large scale PBE...

since ranked doesn't really count for shit during that time anyways.

Because there are things on the PBE that are still difficult and buggy. They're still tentative changes. Releasing an update like that to the public, only to have it extremely bugged and not fully completed would probably generate the outcry of Azir's release a thousand times over.

I'm gonna nip the OP's response in the bud:

You could tell people "This is all still buggy and in testing" a million times, and it will do NOTHING to curb the complaints and whining. Hell, even the people on the PBE sometimes complain, and they're in a testing environment!

Ranked after ending season still counts, you can improve your MMR to next season. Another thing is there are some people that want time to get higher rank with this left time.
