Meddler can Ziggs get some buffs now that we have 'strategic diversity'

The pre-season has several changes that solved some of the major problems associated with pre-nerf Ziggs.

• Dragon makes it harder to stall out games as allowing the enemy team to get 5 stacks will pretty much lose you the game.
• Baron gives the team with the buff extremely strong pushing power.
• Poke is less effective due to things like the tower shield.
• Athenes, mana sustain and blue buff was nerfed.

I feel like Ziggs is in a pretty poor state right now. His Q is way too difficult to land, he goes oom incredibly fast and his ult CD is really long now. I think he can use some buffs now, like possibly reverting his Q changes.
