Lethality and %Pen items shouldn't be 100% stackable
Should either not be stackable or have diminishing returns
People are literally building 3 lethality items + LW or cleaver

This is the order that Armor pen applies:
This is the order that it should apply:
Diminishing returns introduced. Boom. Problem solved.
That actually sounds like it could work quite well.
penetration before reduction makes no sense. It will never be that way.
The fact that one can deal true damage via items to every champ except perhaps a Rammus, Poppy and Malphite is insane. And even they are left with shamefully low defences against a build that provides 300+ ad and 40% cdr as well.
i'm okay with this, not "remove lethality from adc"
i propose a diminishing returns though
no % pen items are stackable. Lethality is because it has to be some champs are balanced around being able to build a lot of lethality. Also, you should also include other things to like why shouldnt mpen have diiminishing as well then. Imho it's not a good idea b/c it would make lethality garbage and would need to bring more power into a single lethality item which would bring about 1 item lethality power spikes being way too strong.
tru tru
then reduce the letality effect if you build %pen items, not the %pen
Lethality/Armor pen is by definition better when stacked, since each point of armor penned is worth more the less armor you have.
However you must realize that a build with both Cleaver + LW is supposed to melt(not burst, melt) tanks (nevermind the three other Lethality items). Otherwise what the fuck is one supposed to do?
Just 1 alone shouldn't, though.
Riot WANTS penetration stacking to work. A long time ago, % came after flat rather than before, and they changed it to be more effective. That, and diminishing returns do not belong in this game, or in any game. As far as I know, only stackable traps and illaoi's tentacles have diminishing returns, and in the latter case it's invisible weakness that the player is not aware of.
they need to nerf black leaver last whisperer penetration anyway then get back to reducing critical chance rate per item too like it was before a few seasons ago
