Kai'Sa is by far the best adc in soloQ whereas skarner and rakan are just ok to good so it does matter for Kai'Sa since it shows she should be nerfed since she is very strong in both.
What about Urgot he has 100% pick/ban as well.

The rest are not necessarily a big problem in solo q so it is not as bad as kaisa MURKING people in solo Q and PRO

In my opinion no, but even if the community won't admit it they are extremely bias. Certain champions will get criticized way more. Especially damage dealers, high mobility, invisibility, flashy champions will get complained about more.
Maybe because they have cc ? Pro players would pick everything that has cc even at 45% winrate such as Sejuani as you saw before and she got gutted for that , While Kai'Sa is the carry type that has been in pro play and solo q since release
Pro players are the type who pick Type of champions to peel and boost for 1 or 2 carries , Rakan and Skarner are that type to peel for picks like Kai'Sa
Who plays Skarner?
Also, people tend to get upset about champions they see most frequently - if you're not in organized groups, you still see TONS of Kai'Sa, whereas you don't see Rakan frequently at all, and Skarner may as well be rotting in the ground outside of organized play.
