The proposed zed buffs are worthless

Lower his w cd whenever he hits a double shuriken and we will see zed back in the meta.

The proposed buffs are useless, higher elo players just stay away from the shadow once it's on the field. One second more adds some zoning but I don't want to zone I want to harass and kill as an assassin which doesn't work when almost every mage can bully me out of lane while having better waveclear, utility, team fighting and scaling.
