Sivir, Maokai and Elise were complete dogshit for their respective seasons.

No, they weren't. (Though Maokai was an odd one)

Someone explained to me the reason champions get picked for victorious skins, I just dont remember what that reasoning was. (something about low pick/ban rate, lack of skins, lack of new champions in that category of character (marksmen vanguard mage etc))

Their impact in the season's competitive play.

He was played a lot during the spring split and MSI. His winrate was pretty meh though. And for a lot of patches he was the soloque pick.

He was high priority during the spring split, the boards had a strong circlejerk about him.

Elise was the best jungler for most of season 4. Sivir was picked frequently during season 5 and was one of the best adcs at all times. Maokai fizzled out after the spring split, but during the split he picked or banned in nearly every game. Graves follows the same pattern as Maokai, huge impact in the spring split then nerfed and fallen down a tad since then. Based off of Maokai before and Graves now, Victorious skins are based off of the spring split and likely start development shortly afterwards.

Probably the same Reason Maokai got a skin even if he was shit all season as well. Riot made the skin earlier then the current season.

To be fair he sucks in this meta. He is kind of bulky and blows up squishies so he was way stronger in the earlier part of the season. But now he cant kill the 2k health 3k shield adc's and his damage is low vs tanks.

and there goes another year with a champion almost exclusively op in the pro scene and higher elo getting the victorious skin. League of We dont want to give the skin to a champion people actually play because it will hurt our skin sales.

i lost a game the other night because my top mid and jg all fed, they were all something like 1/9 by 15 minutes. all they can say is how trash me and the kog were and if were really so much better we would carry

I was hardstuck silver too.

Made a new account, got it to level 30 and placed higher than my "Main" was. and getting 25 lp I was able to hit gold without many issues. Silver 4 was hell though tbh, worst than bronze.

The SKT skin lines technically don't count as skins, as they aren't Riot's ideas. They're fan made skins (Syndra for example). And Bloodmoon was earlier this year.
