Ill explain to you why Taliyah's win rate is garbage.
Her Ult does no damage.
okay, thats fine and dandy but the real problem is her Q / W / E weren't compensated enough to deal as much damage as a mage should. Also Riots designers are labeling her as a "control mage" which simply is an understatement, her W cooldown is so long and so unreliable how can her only form of cc define her as a "control Mage"?
Heres some info you may think is false: (straight off the wiki)

As you can see, she only has 3 abilities that deal damage, and all of them deal sub par amounts of damage, now compare that to your normal midlaner, they have more scaling / utility / CC in their kits because... wait for it.** THIS ISN'T NORMAL**
- Give her W either larger area, more damage, less delay (lets be honest the setup time is retarded. and to top it off it has an aftercast delay.)
- Her Q "worked Ground" needs to be ALOT smaller or have some sort of enemy interaction to go with it, as of right now its just a complete handicap to her kit.
- Her E should just do more flat damage, its really fucking low.
