Evelynn is broken in URF
When I say broken, I mean to the point it's ruining the experience a little.
0.55 AP ratio on a 0.3second cooldown + 1.0AP on E.
Add in Lich bane, Luden's and gunblade 0.4AP active.. she kills just about everything in 1.5seconds. It all happens so fast the enemy can't retaliate in time.
The first cycle of burst includes : 0.55* 1/0.3 + 1.0(E) + 0.4(
) + 0.15(
) + 0.5 (
) = 3.88 AP in a second. Add in base damage and she's the most broken btch in URF right now.
She also has a very reliable gapcloser in her passive and permanent 70% speed boost.
BUT, most importantly, she can repeat her combo every few seconds. Even Fizz, Zed and Leblanc are more reliant on their ults.

Other noteworthy champs : AD Malzahar destroys towers in seconds if left unattended and can also duel just about everything. Destroyed their inhibitor at 7min.
