The darius hotfix is NOT in effect

According to http://oce.leagueoflegends.com/en/news/game-updates/patch/patch-516-notes#patch-patch-updates, Darius and skarner should've been hotfixed. After playing as Darius, I can confirm that he was unchanged. Not only is the tooltip inaccurate, I tested the damage changes through minions and the healing changes through calculation, neither are in place yet.

Any indication of when these are actually going to happen?

*EDIT: I can confirm that Darius, at least, has now been changed.

The Darius/Skarner hotfix will get to NA a little bit later than it does other regions (such as Oceania as you've linked there). That's due to the server shift to Chicago, which has slightly delayed our ability to hotfix the NA server. At a rough estimate the changes should be out on NA as well within a day or two.

When for OCE? They updated the patch notes, but Skarner hasn't been nerfed.

The Darius healing hotfix did not go live. Skarner and Darius Q base dmg changes went live, but the healing is still 10% of your missing HP. Tested it with ~1k missing HP and hitting one champ. Did get 107 HP back.

Tested on EUW.
