+ PTA able to almost take more than half your hp in one combo, he able to sustain in lane and he is decent hyper between tanking and damage, so why he manaless ?

Because his entire kit would be garbage if he didn't have Fury thresholds, or he'd be a lot more broken if his abilities always did consistent damage.

But sames goes for vlad, garen, kat, etc Some of them are just beyond busted right now looking at vlad yet the allowed to run around with that?

Vladimir is busted because of a combination of things. Predator + item 2065 are both super cheap to acquire, and he can 100-0 a squishy with a full combo with these items only

His abilities are only good with the fury perk, plus he falls off like mid game if he doesn't get far enough ahead, tho if you were asking why Kat is manaless, then I wish I could tell ya

Same for garen, vlad, such champions that who can stay in lane, sustain and such.

If she wasn't manaless, you'd see her building item 3003 item 3027 item 3285 and you don't want to see this
