Is there a mana regen cap?

Question. I brought a full set of mana regen seals on Ahri as well as a Doran's Ring, got +3.2 on my first level. Tried it again with 2 faerie charms instead of a Doran's ring, got +3.2. Coincidence, or do they cap the mana regen?
