two of them main users have either armour shred or armour pen built into there kits

another has true damage

and another has % hp damage

combined with a last whisper from the ADC this item is just deletes any tanks gold investment within the game, as was mentioned in another post here on the boards the sole thing keeping tanks in the game is . After having played a game as mundo and was simply bursted by the enemy team until i bought that item i have to completely agree.

why are attack speed items even in the game? most adc have attack speed buffs built into their kits.

thats your logic right now.

cleaver is supposed to be a core item for spell based fighters. its not just the armor shred thats important for them, but also the ad, health and cdr combination.

its the equivalent of item 3165 for mages, and item 3078 for attack speed based fighters.

but the reason why it grants armor shred instead of penetration is, because they wanted to give teams more of a reason to pick champions like darius or garen who make good use of cleaver against armor heavy teamcomps.

the value was already nerfed to 24% with the tank update which i think is fine with the general stat redistribution from health into resistances.

the problem that tanks have with defensive itemization not being effective enough right now is not due to the existence of cleaver. and juggernauts suffer just as much from the changes. they cant even make use of stoneplate. defensive itemization just got nerfed in every regard for them.

they actually work rather poorly together due to multiplicative stacking.

last whisper + lethality or cleaver + lethality should generally ignore a lot more armor than cleaver + last whisper.

youd need someone like full armor malphite for % + % armor pen stacking to outscale % + flat stacking.
