How to Counter Poppy?

First I want to say that this is not a complaint thread! I can't stress this enough, I am not complaining about how OP she is, I am merely asking for advice on how to deal with her other than banning her. What items to build, what champions to play, what playstyle should i be adopting against her?.

Ok so in order to ask for advice I think I should explain my experience and hopefully you guys can tell me where i went wrong :)

I was Volibear Top against Poppy, I didn't expect to win but I also didn't expect to lose, so I was very surprised when I was absolutely dominated. Im not the best Voli player but I'd like to think im pretty decent. Basically at level 1 i couldn't farm when her Q was up, it did about 1/6 of my life on the first cast, i was pretty good at dodging the second part. At level 3 i couldn't even be near the minions without taking half my life. She would hit me with her Passive, get the shield and then all in me with the shield. So after a few times of this i tried to stop her from getting the shield but she would just Q the shield before i got to it and id take 1/6th of my life and need to back away. I admit I messed up when i bought Bami's instead of armor but still she was absolutely crushing me even with my Passive. All game her Q would hit me for a huge chunk of my life even without the second part, she didn't even hit me with her E all that often, she probably pinned me maybe once or twice. I built Sunfire and Deadmans but its like I might as well had built nothing she tore through me so fast. Nothing we could do about her at this point, bot fed their lane way hard and I fed her so it was a lost game.

Any advice on what i can do against her? Not necessarily as Volibear, although any advice in using him against her would also be appreciated. Is it just me or is her Q's damage ridiculous? Am I just suppose to ban her?

If you look at where I died, its mostly behind my turret from her just straight diving me.

EDIT: After looking over her kit and running the numbers, I am assuming her Q's insane damage was actually due to me stacking HP in my runes on Volibear on top of Doran's Shield.

I also read the Poppy Champion Spotlight and it says Ekko is a counter to her? Is that true and should i be learning Ekko so I don't have to ban her haha. I also read that Olaf is a hard counter? I think i will try learning him a bit.
