Unlike Cassiopeia, I would consider Viktor's rework a very clear "success" even if there are a number of things I disagree and somethings I dislike about the new Vik. It's overall...a good change. I disagree with the weakened shield, different death ray, and the fact that fully built Viktor's being all the same now. But on the other hand those are kinda overshadowed by the fact that his Passive doesn't **** him over come late-game as it's finally a slot-efficient item. His Q is definitely more interesting as well despite my misgivings with the negligibly small shield.
So for that, I feel that Riot can give Viktor a rest for a while till they fix the rest of their mess.
As for his lack of play, I unno, he certainly lacks mobility, be he's nowhere near as bad as Cassiopeia, Brand, or Malzahar. So he's in the middle of the road there. I suspect his lack of play has more to do with him not being
and the fact that he was a naturally unpopular champion pre-rework and people just forgot that he got a rework.
If I would suggest ANY buff for Viktor, if at all...it'd probably be his shield. I suspect the nerf to his shield hurt him more than anyone anticipated. Or perhaps make his AA animation not so easily cancelled for one. Oh, and a QoL fix would be to have him NOT instantly AA without warning after you first cast Q, that could help him a bit.
Any of those 3 could make him more attractive.
