I used to main Vi a season or two back, and I'd say that laning with her is a bit... redundant. Or something.
Her strength lies in short, controlled skirmishes. She gets to decide when and where she wants to fight. You can't run from her. If you're not hypermobile, you can't chase after her. If she has her sights on you, chances are you mispositioned and she's about to ruin your day and pinsir you while you thought you were safe in your own jungle.
As a jungler.
As a laner, all you have to do is hug tower or something against her, and trade when her shield is on cooldown. Sure, she can dive alright, but she's not the tankiest tank in all of tank history. Her Q is really telegraphed (the distance scales with how long she charges it, which means unless you're right next to her it's pretty easy to dodge compared to similar, instant mobility moves). Laning with her increases the difficulty of landing the deadly Q-E-aa-R combo that would usually guarantee a kill or assist as a jungler if you land the initial Q.
However, lane Vi can do alright if you are buddies with the jungler. He camps your lane early, then your team basically has two junglers on the chase. Done right, utter hell for the enemy team. Basically a toplane Zed/Ahri but without the safe early game.
