Why are you able to re-roll 3 champion shards if you have all champions?

So I just bought 3 champion shard with IP to test it out and it just re-rolled into ONE Ezreal "permanent" skin shard that can only be disenchanted for +400 blue essence or re-roll with 2 other permanent skin shards to create another single permanent shard....like, why
