Summon aery is too strong offensively wise, specially in the lane/early game
Halve its base damage early on, its already also good defensively with shields it does not need to be broken offensively too.

because its actual reliable additional damage unlike meteor.
i could put meteor out 3x as often and its going to deal less damage in 10minutes than aery would.
meteor just sucks making aery the default.
aery already has really low damage its the cooldown and the reliability that's being abused
I see a lot of people having aery on mid even if they do not have shields or heals. It is just way more reliable than comet and has less cooldown. Unless you are a syndra or malz who nukes the hell out of people while they are cced, and you have your ult up in most cases. Aery it is.

Give people a full damage keystone that doesn't require cc to land and they'll go that route.
Electrocute?
3 different sources of damage typically implies some form of auto attacks or high risk environment besides poke. mages usually have 1 utility or CC ability making it near impossible to proc otherwise until level 6. in the event you have a damage/CC ability like xerath or ziggs, then they also have the capacity to reliably hit with meteor which is better for them in the late game due to multiple applications or AoE team fight.
aery is the only safe choice with meteor being downright unreliable.
Make it so that it only pros on spells instead of working with auto attacks. That'll fix early level cheese.
