The cooldown starts at the beginning of cast (the animation) rather than the end.

Wow thats... useful. Veigar is already pretty good tho so Im fine with that.

I still find it weird that the graphical settings have an input in his W sounds when it lands. Albeit, this is only for his vanilla skin.
