Rumble isn't getting nerfed, but tweaked. You're forgetting the increased damage it does, at the cost of some downtime.

Q: 75/135/195/255/315 (+100% AP) to 115/165/215/265/315 (+110% AP)

Oh wow, your lvl 1 Q gets the same damage as lvl 1 Q in danger zone BUT you have access to that only every 10 seconds, deals reduced damage to minions and doesn't reward you for playing around the heat in the early game because of how limited you are now.

Rumble is already a much worse Galio but the fact that Rumble gets nerfed first (and this much) is a joke
