New minor runes allow for armour to be injected early game removing his lane bully power by a margin.

Your source has ~1200 games, try something like lolalytics with ~8000 games and it gets a bit better.

He still took a hit with everyone having the option to take early armor, but he is ~50%.
That's a good question, actually.
My guess is that he's outclassed by other Assassins who does what he does but better.

Because he is the only assassin that really falls off and he is slow without walls and ghostblade.
He's a roamer too, don't forget that. Most players sit in lane too much and don't make use of his strengths a lot. Challenger Talon mains are still doing fine on him though.
What the other two said basically. Most other assassins do what he does better except for his level 2 kills, and the new base armor makes it hard for him to get level 2 kills.
I do believe game timeline also moved forward, making him weaker because games go on a bit longer. And the champions he counters aren't really picked as much anymore. And turret resistances being up early just hurts him more.
It is a new patch, though, so take all data with a grain of salt. There's not much data in yet.
A lot of champions just outclass him. He does no damage compared to other assassins because he trades it for mobility.

my guess is that since the patch dropped just a day or so ago, there is a low game count. This allows for weird numbers because there are so few games being tracked.

12 armor early on helps alot vs his lvl 2 all-in, and without the all-in you can easily bully him pre 6 and pressure his tower, leading to a strong gold lead of the towerplateing that just gives way to much gold.
With how much gold early tower damage can give, champs that are poor at takeing/defending towers early on have a hard time.(ziggs for example has a very high winrate right now)
Also, 8.23 isn't out for long, it's a small sample size, the numbers might change a bit within the next weak.
