If AP Ezreal has 0 utility

Then why shouldn't he be able to deal above average damage? The magic damage conversion is weird, but I heard it's getting fixed on PBE. Just look at Leblanc , she has only damage in her kit, with next to no utility. At least she has a snare granted it's clunky and unreliable. Not to mention a lot of his damage is tied into Arcane Shift, his only escape, which means he has to E right next to his target to avoid it going off and hitting a tank or a minion or something.

Because AP Ez actually manages to have even less interactivity than Leblanc. He sits at a safe distance and pings mini Nidalee spears at you.

I find that highly unlikely, and by that I mean complete and utter bullshit. If a squishy mispositions than they should be punished by getting poked the hell down. RG really just brings his Q up to snuff with his other abilities. I don't know if it still procs Ludens, but I don't think it does or should.

Okay, before I begin, this is going to be a very lengthy post of why I disagree with just about everything you've said in your post.

  1. Ezreal doesn't do above average damage, if you have a Runeglaive Ezreal on your team he typically does at minimum 40% of your team's damage to champions. He can be on the losing team, feed, and still do more damage than any individual on the enemy team.

  2. Ezreal's utility is the fact that he has a global ultimate and can continuously influence lanes from anywhere on the map post 6.

  3. Yes the magic damage is being fixed, now only the spellblade is magic damage, his Q will apply as physical with the magic damage spell blade effect coming in afterwards.

  4. LeBlanc is a dreadful comparison to AP Ezreal. LeBlanc has no damage if you don't pop the damage on her mark, her W and her ulted Q are the only things that pop the damage instantly, and W causes her to give up her only escape, while dashing into the enemy. Dashing into the enemy puts you out of position and potentially caught during that to put you even further out of position. Ahri Charm, Malphite Ult, Thresh Hook, the list goes on of abilities that take advantage of the dash that she needs to utilize to deal damage. The only thing she can use from an actual safe range is her chain, which is a skill shot that not only collides with the first target hit, but also doesn't trigger the mark until the snare hits, and is also the most horrendously coded skill shot I've ever had the displeasure of using. If it actually goes the proper direction instead of off to whatever side it wants, half the time it doesn't even latch anyway, it's awful, and the width nerf made it even worse. LeBlanc also doesn't have global map presence, and poke that costs almost nothing.

  5. A lot of his damage is in fact not tied to his arcane shift, his Q out damages it due to the spell blade application, and his ultimate can instantly delete 75% of a Squishy's health bar from across the map. Furthermore, you can be in your skirmish up close and personal, utilize the escape, and still throw the damage at the enemy while still getting further away. Not to mention the ability is a blink, just like the summoner spell flash, meaning that it won't be interrupted mid way by thresh hooks, blitzcrank grabs, ahri's charm, etc. It can be used to completely dodge whatever your unfortunate enemy throws at you in attempt to lock you down in the event that you weren't 4 miles away throwing never ending poke at them.

  6. The math of Ezreal's Q with Runeglaive at rank 5 : 115 + 110% of AD + 40% of AP + Spell Blade (100% of AD + 30% of AP), simplified this means that your Q deals 115 + 210% of AD + 70% of AP; Say Ez has 800 AP, and by level 18 his base AD is 101 (I looked that one up) + the 6% from dragon, so he'll be sitting at about 107 AD. 115 + 225 (rounded from 224.7) + 560 = 900 dmg. A skill shot that costs 40 mana, has a 2.4 second cooldown, as remember runeglaive is only a 1.5 second cooldown, actually deals 900 damage to anyone they hit. That's 40-50% of any champion's base HP from a single ability. Above average damage doesn't even come close to explaining it.

On the other hand I like to play Evelynn and since she's seeing play and viability now Riot needs to nerf the item that is instrumental to just that.

Anybody who talks about LeBlanc as any kind of reasoning for not nerfing a champion is insane. She got nerfed like 8 times in a row and is now unplayable.

Well fundamentally AP Ezreal IS quite similar, in the sense that he is damage, damage, more damage, and nothing else.

Don't AP Ezreals often build item 3025 or item 3116? Also, isn't blink a form of utility?
