Why was Cho'Gath not hotfixed when Singed was exactly?
I have to ask because both needed them but only singed got it

Here's an actual response, which most people don't seem to understand.
Singed had a 55% winrate, with an 8% playrate, which meant that anyone who really picked up was winning.
Cho'Gath has a 55% winrate, but a less then 2% playrate, meaning that the very few hidden Cho'Gath mains that existed in high elo started to play him.
It's the playrate that really determines the hotfixes.

that and cho is much easier to play against
Chogath has two items that counters the living shit out of him. People just don't buy them and mindlessly follow Mobafire. Blade of the Ruined King which gives 8% current health as bonus damage and 12% life steal. And Lord Dominic's Regards, which you're pretty much guaranteed to get the +20% damage. His lack of mobility also makes it pretty easy to get away from him. As long as he doesn't flash and eats you.
Singed.... I don't know why he was hot fixed. He seemed perfectly fine to me.
Singed was doing absurd amounts of damage with basically no counterplay, as he got the movespeed bonus just by getting close to you and having Rylais to slow you permanently. Singed also had a much higher play rate after the buffs and still had a 56+ winrate.
