Can Bloodletter's Veil become a permanent item?

I have to say, I absolutely love this item. It's SO much more fair than QSS or Edge of Night because you need to hit an enemy with an ability first to get the spellshield. And it would finally be an AP item with utility that can be comparable to AD's item 3139. Like nowhere near as good as you don't have complete control over when you get the spellshield or what you'll deny, but at least the outplay potential is there.

It has a 30 second cooldown, so what's the problem with Cassio?

while i also want it to be perm, is it is a much better option than item 3102 in many situsations

but they would need to share said unique passive, and i Leblanc and Diana would still break the item

and idk a way around that, other than to flat out not allow them to buy the item. and there isn't a system implemented for that

Why do they break it? I see a lot of "enter low cd assassin here" breaks it, but it has an internal 30 sec cooldown. It also requires the user to land an ability. Perhaps it should be changed to require you land a skillshot (not sure if that's possible), but otherwise I don't see why it's any more problematic than banshees or edge of night. I think it's better because your opponent has a good opportunity to outplay you (you go in expecting a shield, they flash to dodge your ability).

Diana is a diver and is already innately tanky enough not to need a spellsheild, with her stats, her CC and abilties like her shield

she already has little counterplay due to her burst

https://youtu.be/Q3q1YXpO7_o

and unlike nidalee she does not NEED to land the skillshot, she can R in without landing it, she just wont get the reset

Leblanc i don't know why i even have to prove this point

she goes in with her distortion, and now is completely safe as the enemy gets practicably 1 shot, while negating any cc or chance of bringer her down.

i mean sure its fine on champions like Nidalee who DON'T have a way out. as it provides an option outside of item 3102 but.. Leblanc especially would have to be gutted if she was able to buy this item and it would remove any fleeting counterplay she has

I get you on Diana (I personally have a vendetta against that champion, always feed to her) - she's specifically why I added that perhaps it would have to be reworked to skillshots only if possible.

On LeBlanc, you can dodge her W (although tbf, not her Q). So I could still see someone outplaying a LeBlanc by her going in expecting to get a spellshield and being bursted as the enemy dashes/flashes to dodge the W and then bursts her before her Q hits. Although again, I can see it being OP if targeted abilities can still trigger it.
