League of Graphs has Riven at a 50-51.7% winrate scaling upwards with ELO.
Champion.gg has her at a 52% winrate.
If you're getting your info from op.gg, the website specifically says:
"Currently, there isn’t enough data to analyze champions and their performance on other regions. Once we get enough data from other servers, we will provide region-specific Champion data."
It's just not a good place to get statistics from IMO.
52% at her highest point of play and 54% overall is a huge difference. I don't like Riven that much in her current state but it's not fair for you to state she's broken based off these stats.

BUT Riven is certainly too strong right now and should be nerfed some how, especially when she's an extremely well rounded champion, arguably one of the best.

I agree with Riven, I don't think she's healthy (mainly because of Spear of Shojin) but OP's statistics were way off
VolatileAkali1 votesI think she has the same problem with Akali, but no one talks about it, because she's very hard to use. Akali and Riven are one of the hardest champions to learn and master. Riven has a shield that has a good base and good scaling (scales with AD). 4 dashes, with 2 cc, AoE centric champion which makes her team fighting way better than most melees and her ult is amazing to build with lethality and shit.
TL;Dr: She's very safe and good at everything generally.
