i understand what you will say, jhin's team can prevent zed from killing jhin and therefore it isn't a hard counter.
my question is why riot doesn't do things like this on every champ then? it's kit like this that will make everyone viable in some situation and give diversity to league.

Which is nothing to laugh at, .. but there is still 1000 AD Jhin to deal with.
This becomes less counter play than rubberbanding because it only significantly helps him if the enemy team is being carried by a very strong AD champion already.
Also, consider the likelihood of there being a fed AP champion carrying the enemy team. This means Zed gains an incredibly small bonus from this feature.
