Which champion has on average the 'lowest damage output potential'?

Just from their kit alone, preferably not with items since technically any champion can go full AD crit or use item actives for damage.

Well "average" and "potential" don't go together well in a sentence so I don't know how to answer you.

Just in normal situations, for example someone said Soraka since she technically only has 2 damaging abilities out of her 4 abilities or you could say Janna since she also has only 2 damaging abilities. So average as in just any average game and potential within reason (e.g. anyone's damage "potential" is "infinite" if you just let them autoattack anything forever but that's way outside of reason)

I'd say Braum because of how his scalings work, his main damage ability barely scales at all so his only scaling damage is really his ult if you were to build AP. Magic pen Braum anyone?

I think lowest damage output belongs to Soraka without items while tanks have the highest damage output because of their massive base damages.
