I only ever see full damage Hecarim and it's a shame because I wanna play him, but I wanted to be more of an off tank engage. Is he just not viable without goin Tri into something like lethality or is his kit just not really suited for being the bruiser type?
Higher elo is building it tanky the way you want.

He's just in a crappy spot right now. He's not a true tank; a bruiser perhaps. And his items are too expensive and build takes too long to really get going unless he snowballs. Full ad is definitely fun if you can snowball, but it's not really the best build otherwise. Another troll build - with better scaling for teamfights - is ap bruiser hecarim.
This is actually less troll than one would think due to the ap scaling on his ult and w and the fact he can keep the percentage hp damage and slow procc'ed nearly constantly due to w and q.
. But again, the issue with hecarim is how much worse you feel than other champs while building towards your completed items... and towards completed build. Once you get it/them, you can be pretty good; it's the getting there part where he's weaker than many others.
Hecarim is not in a great spot right now, but whenever he is meta people go triforce into full tank on him ,AD hecarim is a bit troll
