Exhaust has the same problems flash has, only to a lesser extent
Exhaust is broken. But it's not as broken as flash. But it has many of the same problems flash has, most notably that it's too versatile and it's good on any champion in any role. This is how versatile it is, but let's take a look at all the stuff it actually does:
Exhaust is a targeted Summoner spell that affects enemy champions. It reduces their movement speed and attack speed by 30%, their armor and magic resistance by 10, and their damage dealt by 40% for 2.5 seconds.

In summary:
-MS reduction by 30% -AS reduction by 30% -10 Flat Armor reduction -10 Flat MR reduction -Damage dealt reduced by 40%
That's pure insanity. You can use exhaust offensively or defensively. Because of all the stuff it does, it's good on anyone. And all this for a spell available every 3 1/2 minutes. That's pretty absurd.
This is exactly what's wrong with flash. The only difference is, flash is in an entirely different spectrum of broken because you can't put a price on its mobility nor can you put a price on the advantage an enemy with flash has over an enemy without.
If we are being honest, exhaust has needed to be nerfed for a long time. It honestly shouldn't shred resists, nor should it be reducing damage by 40%. When you consider all the heals and shields available on this game, assassinating or even outright killing a priority target becomes incredibly difficult and more notably, incredibly frustrating. Granted, these items need nerfs but exhaust probably does, too.
Here's why I don't think it'll be nerfed and why I'm personally completely undecided on what Riot should: like flash, the game has practically been balanced around exhaust: namely, it's what keeps high damage champions in line. Nerfing exhaust potentially sets off a chain reaction that would escalate damage even further. How far would that go? I don't really know, which is why I don't know what should be done (and that's if Riot has ever even discussed actually nerfing it).
Other summoner spells have weaknesses and lack versatility, not to mention they aren't good on every champion in any role the way exhaust is. And as I've said a bunch already, this is what separates flash and exhaust from other summoner spells.
I didn't really have an aim here, just to provoke discussion on exhaust. I don't think it's talked about enough. Discuss.
