Push Neeko to mid lane or gut Glacial Augment/Klepto

I can't do this as a top laner anymore, I just can't. I won't even talk about the other atrocities there are in the top lane currently, but this one bothers me the most.

You can't engage on her because she will either have her invisible run away thing which she will never use offensively, or she will hit her snare with a BS hit box through minions, OR she will do the thing that was taken away from Ryze:

She can use ultimate, push zhonya, and the animation will still go off giving her a shield and outputting damage, giver her the Ryze treatment and get rid of this.

OR

Glacial/Klepto needs to be gutted to the ground for top lane interactions.

The Kennen/Karma play style of just getting as many procs as you can while the melee can do nothing but hope for jungle to fix there lane or other lanes to win is just out right imbalanced.

The Glacial play style of constantly being slowed by AAs or abilities with twin shadows on an AP (NEEKO), is just absolutely terrible to play against.

You want these champions in the top lane? Fine, at least gut the hell out of them so they are niche picks and not meta.
