An Issue with the Rating system for supports

So one game I was absolutely stomping people with Janna. I went 1/2/24 and healed/shielded a shit-ton. My ADC got an S+ because of me, and I only got an A.

Next game, I play a decent Janna game, 1/4/16, less cs, less everything, really. My ADC didn't get an S, and I got an A+.

Does the ADC's rating have anything to do with influencing the Support's? Because to me it feels like supports don't get the praise they've earned if their ADC gets fed.

ADCS rating doesn't affect support rating.

How long has this rating system in place, and how does no one understand how it functions, STILL?
