Only if you are well practiced with him, if not then hes sub-par.

I think he's fine. He's not facerolling easy, not super strong, rewards clever plays, pretty safe. At the same time, his damage can be unreliable/inconsistent, he can go oom fast if you're not attentive, and his cooldowns are easy to abuse if/when you have the window.

He takes a fair amount of skill and practice to do well.

Personally I think he was slightly overnerfed, but also a number of in favor champs just make things hard on him.
