Till now why mana less champions allowed to use mana items ?

I just don't get it, mana items made for champions such as to work with to give him extra amount of damage on his long CD and mana costly skills while made for mana casting ADC to use it to cast and able to get nice CDR.

But yet champions like allow to abuse to abuse it along for extra high damage trades on his q that cost nothing at all while make an squishy target cry for mercy. And on other hand just running around with non sense ultimate reduction CDR on basic skills and that is fine for them.

I just don't get it.

Because they offer certain effects that may be deemed as desirable. Vayne runs rageblade yet as no AP scalings.

That is true but in term of pure damage in trades or what it can offer to champion it nothing to her as trinity for garen for example.

Idk what you are talking about. Garen has other viable builds while Vayne is only viable building rageblade. Garen builds Trinity with a trade off in his ability to kill tanks and shred armor for his team. Renekton build Essense Reaver which trades off his tankyness and makes him a split push champion only instead of having at least I tiny bit of teamfight potential. Vayne is practically unplayable without rageblade.
