Regarding Lulu as a support
Maybe this is the wrong approach and idea, but I really liked the ap scaling on Glitterlance's slow. Of course, it was insanely overpowered on her however. In fact, Lulu solo lane has always been a problem for Riot.
So I wondered, why not return the slow's AP scaling on Glitterlance on again, but the damage and slow and split evenly between the two bolts. Kind of like how you have to handle both Electro-harpoons with Rumble to get the stronger slow on a target. Whenever you hit an enemy with Glitterlance, it'll make a sound... but when a second bolt hits them, the sound is played again. Riot must've had this in test for Lulu in some way or another, where she needed to hit both of her bolts.
I could be wrong, but I feel this would be a healthier pattern for Lulu. This way, she has to make a choice of landing both bolts on the enemy champion, or sacrifice harassing them in pursuit of pushing the lane ( if she's a solo laner ) which may make her more appealing as a support instead? Not to say Lulu's in a terrible spot as a support, but it just sucks that you rarely ever see her outside of solo laning because of how much more appealing she is as a solo laner than a support.
